ACTION: Urge Legislators to PASS HB200 to Protect the Gila River and Stop Waste of State Funding

House Bill 200--to restore objectivity to state spending on water projects in Southwest New Mexico--will be heard by the House Judiciary Committee Saturday, February 20 at 1:00 pm.  Please inform committee members of your support. 

Sponsor Chairman Matthew McQueen and his expert witness Grant County Commissioner Harry Browne did a masterful job answering opponents questions in the House Agriculture and Water Resources Committee’s February 13 hearing. 

Please send a short email asking committee members to vote a DO PASS for HB200.  A DO PASS vote for HB200 is vote to Protect the Gila River and stop the waste of state funding.

Thank you for helping to pass House Bill 200 that fast tracks funding to priority water projects in southwest New Mexico!

The bill passed 5 to 3 in the House Agriculture and Water Resources Committee late Saturday after more than an hour of testimony and debate.

Your emails to committee members and testimony to the committee demonstrated the strong support for equitable allocation of the NM Unit Fund to priority water projects, creating long-term water security and jobs in southwest New Mexico.

By taking action, you also showed your support for not spending any more money from the NM Unit Fund on a Gila River diversion, ending that harmful and unaffordable project once and for all.

Thank you also to bill sponsors Representative Matthew McQueen, Representative Nathan Small, Senator Mimi Stewart and Senator Siah Correa Hemphill for their leadership in stopping the waste of the NM Unit Fund and bringing good governance to the process of allocating the remaining $80 million in the Fund.
And thank you to bill experts Grant County Commissioner Harry Browne and UNM Law Professor Denise Fort for their effective testimony in support of the bill.

ACT: Help End the Gila River Diversion for Good - HB200 heard this Saturday February 13 2021 @1pm

This Saturday, Feb 13. at 1pm, HB200 - Water Trust Board Projects & NM Unit Fund will be heard in the House Agriculture and Water Resources Committee.

HB200 instructs the Interstate Stream Commission (ISC) to consult with the Water Trust Board, a statewide entity of technical water project experts appointed by the Governor, instead of with the N.M. CAP Entity, on funding water projects in Southwest New Mexico. 

This bill would also prohibit the expenditure of $80 million in unspent federal funds (N.M. Unit Fund) on a Gila River diversion. For 16 years, the N.M. CAP Entity has pursued diverting the Gila River and wants to have a say in how these funds are allocated. Thanks to Governor Lujan Grisham the project was defunded, but that’s not stopping the N.M CAP Entity from continuing to prioritize water development on the Gila. That’s why this bill is important. By stopping spending of any of the remaining $80 million on a diversion – HB200 closes the door on the Gila diversion for good.

It’s critical that this funding instead be used to support urgently needed water infrastructure projects for communities in the region.

What HB 200 does: 

  • Designates the Water Trust Board (WTB) as the successor to the Southwest New Mexico Water Study Group to advise the ISC on how the NM Unit Fund is allocated to water projects in southwest New Mexico.

  • Prohibits expenditure of NM Unit Funds to evaluate, plan or construct a Gila River diversion

Heart of the Gila Update

Dear Friends of the Gila,                        

     Record visitation to public lands during the pandemic has demonstrated and reinforced humanity’s deep need to remain connected to the natural world. Heart of the Gila (HOTG) and our volunteers are grateful to live and work within this place of natural refuge and we were fortunate that our stewardship work was able to continue throughout 2020. By reducing our crew size and following strict Covid Safe Protocols, our Trails Partnership program was able to continue through the year and over 75 miles of trails were maintained throughout the Gila National Forest. HOTG also responded to the increased use of the Gila Wilderness by implementing multiple stewardship projects at highly visited recreational sites-such as Jordan Hot Springs on the Gila River - engaging visitors and volunteers in campsite clean-up, non-native plant removal and Leave No Trace education.                              

     The year 2020 also saw the introduction of the MH Dutch Salmon Greater Gila Wild and Scenic River Act. HOTG is proud to be a small part of the effort that made that a reality. During the announcement of the bill, Sen. Heinrich spoke specifically about our film, Hearts on the Gila, and his commitment to continuing the legacy of New Mexicans like Ella, Ella, and Michael, who dedicated their lives to understanding and protecting the Gila River.      In October of this year, HOTG was awarded one of the first Outdoor Equity Fund Grants, to help bring underserved youth into the out-of-doors. We are busy planning those activities now for 2021, and look forward to implementing our Watershed Education program to young people in the mining district of Grant County.

     And last year at exactly this time, HOTG as a member of the Peaceful Gila Skies  coalition, traveled across New Mexico attending US Air Force hearings and speaking out against the Holloman Air Force Base proposal to train F-16 fighter jet pilots over the Gila. We are now awaiting the release of the Environmental Impact Statement due out early next year when we will continue defending our Gila skies. 

     As we near the end of the year, Heart of the Gila moves forward in hope. For as Ella told us, “perhaps together we can fix something.”  With that future in mind, we are reaching out to you and asking for your help in generating the needed financial resources for another year of education, advocacy, and stewardship, of our wild places. January 2, 2021 Rio Grande River Clean Up

Let's Celebrate a fresh new year of rivers and paddling

What a mess 2020 was, right? We may not be out of the woods yet, but let's start 2021 by cleaning up something beautiful! Come out to the first of our Rio Grande Cleanup Series and enjoy some time by the Rio as you give back to the river that gives us life, beauty, and so much more.

We will be leading cleanup efforts from 12-2 pm on Saturday, January 2nd, based at both the Alameda Bridge West parking lot Google map (Alameda Bridge boundary and trash drop-off map) and the Rio Bravo Riverside Picnic Area Google Map (Rio Bravo boundary and trash drop-off map).

Please RSVP here so we can ensure social distancing and COVID-safe practices and bring enough supplies. Come wearing your jackets, hats, gloves, and masks and be ready to clean up our beautiful Rio! We will be primarily staying on shore, but if folks decide to paddle with their own supplies, crews, and shuttles, you are more than welcome to do so! River conditions are unlikely to be ideal for a float, and running the river for this event is at your own risk, but it's always a pleasure to be on the water, even in wintertime.

As you join us on-site, find us by the fenced entrances to the trail to get your supplies. We will share information about upcoming events, campaigns we are involved with, and other ways to plug in to show our lovely Rio Grande and other rivers in our watershed some love.
